OFFICIAL ANNOUNCEMENTS REGARDING NSDTRC(USA) and AKC

The Foundation Stock Service is considered by the AKC to be a “recording service,” as opposed to the AKC Registry. Our FS certificates will have the same information as an AKC registration certificate, however it will be a different color with a different border. Since October 1995, 43 different breeds have been recorded with the FS. The number issued for FS, will be the same when we achieve full recognition. Also, all rules that apply to AKC registration procedures, also apply to FS recorded dogs. (2000)
The new AKC ‘Frequently Used Sires Program’ will apply to FS recorded dogs. The information will be printed in Quackers, but if you wish to check the web site for this information, the link is http://www.akc.org/registration/dna/frequently_used_sires.cfm.
If you have a stud dog that has produced seven litters, or one you expect to produce that many, or one who is producing three or more litters in a year, you will need to order an AKC DNA test and submit it to the AKC DNA Operations in Raleigh, NC in advance of your litter application. This will be effective for litters whelped on or after July 1, 2000. Julie Hanson has ordered some DNA kits for the Gateway Classic to get us started. (2000)
Effective Jan. 1, 2001, in order for OFA and CERF information to appear on your dog’s FS certificate, and subsequent AKC registration certificate, it will be necessary for your dog to be permanently identified, ie. microchip or tattoo. At this time we do not know how dogs who already have CERF and OFA information under their NSDTRC(USA) numbers, will be changed over to FS numbers. When we have that information, we will inform you. Beginning August 1, 2001, the following 6 breeds will be accepted in FS Conformation classes at AKC shows: Redbone Coonhound, Black Russian Terrier, Neopolitan Mastiff, Glen of Imaal Terrier, Beauceron and the NOVA SCOTIA DUCK TOLLING RETRIEVER. (2001)
CHANGES TO NSDTRC (USA) REGISTRATION REQUIREMENTS FOR TITLES (2001)
As of January 1, 2001, a dog must be registered with the American Kennel Club's Foundation Stock Service (FSS) and a copy of the AKC FSS certificate must be on file with Records to be eligible for Nova Scotia Duck Tolling Retriever Club (USA) titles. The American Kennel Club has provided us with the FSS numbers of all dogs that were registered with NSDTRC (USA). A copy of the FSS certificates for these dogs will not be needed as their FSS numbers are already in Records files.
Owners of unregistered dogs must register their dog with the American Kennel Club Foundation Stock Service within 30 days of their dog receiving any points, legs or field passes and a copy of the AKC FSS certificate must reach Records within 60 days of the event or the points, leg or field pass will be forfeited. PLEASE NOTE: This is a change from the previous requirement of registering a dog within 90 days of an event. (Extensions as outlined in the AKC Rules Applying to Dog Shows shall be honored by the NSDTRC (USA) if documentation of such extensions is forwarded to Records.)

NSDTRC (USA) Championship Points from the AKC Miscellaneous Class (2001)
- NSDTRC (USA) championship points may be awarded from the AKC Miscellaneous Class if:
The AKC Miscellaneous Class is divided by breed and sex. - The judge is AKC licensed to judge, or is an AKC Provisional Judge working for approval to judge, a Sporting, Herding or Working breed or group.
- The owner of the winning dog submits a Conformation Title Form to Records within 30 working days of the event. The form should be filled out by the owner of the dog and would not have to be signed by the judge.
- Records is able to verify the show, the win and the entry numbers through AKC's Awards Magazine.
Because AKC's Award Magazine lists only four placements, the maximum number of points awarded to a dog from the Miscellaneous Class shall be three. The point schedule for showing in the AKC Miscellaneous Class shall be expanded to five points at such time that the AKC provides official notification through the Awards Magazine or other written means of the total number of dogs, divided by sex and breed, exhibited so that Records may verify such wins.
Best of Winners is not offered in AKC's Miscellaneous Class, so points shall only be awarded to those dogs that place first in their class and have competition of the same sex.

2002 Elections
August 2002. No additional nominations were received on or before August 11, 2002. Therefore, the nominations are closed and I am pleased to inform you that I have cast one ballot for the Nominating Committee's Slate as listed below:

Change of Candidate
June 2002. Rima Kent Steiber has withdrawn her acceptance of her nomination for Region 4 Director. The Nominating Committee offered the nomination to Dominique Jolley of San Ramon, California, and she accepted. All members eligible to vote for Region 4 Director were notified of the change of candidate by mail on June 4, 2002, and were sent a copy of Dominique's biography.

Bylaw Vote
March 2002. On February 4, 2002, ballots were mailed to 374 members who were eligible to vote, asking them if they approved or did not approve the NSDTRC (USA) Bylaws as adopted on November 13, 2001.
- 228 ballots were received by the Secretary on or before March 8, 2002. There were 222 votes to approve, and 6 votes to not approve.
- Votes were cast by 60.9% of the members eligible to vote.
- The Bylaws were approved by 97.3% of those members who voted.

NOTICE TO MEMBERS ~ BYLAWS VOTE COMING
October 2003 - The Board has approved several proposed amendments to the club bylaws. At the in-person meeting, the Board chose to have the ballots mailed to the membership on Saturday, November 15th. One of the amendments relates to establishing a new type of membership for individuals living outside of the United States. This change is the result of a requirement from the American Kennel Club and a request that the bylaws be amended by November. The additional amendments relate to housekeeping type changes that weren't caught prior to the previous vote. If you would like to review these changes prior to receiving the ballot, please contact the Secretary, Susan Wright or your Regional Director. If you have questions or comments, please contact an officer or your Regional Director.
Annual dues is due on November 1 which is the beginning of the new, current club year. The bylaws provide that anyone whose dues is not paid for the current year may NOT vote. We encourage all Household & Single members to get your dues in on time this year. If Heather Green, Membership Chair, has not received your dues by November 15th, you will not receive a ballot to vote on these bylaw amendments. This is your chance to let your voice be heard so get that dues sent in.

August 2003 - The club received notification in a letter dated August 11, 2003 from The American Kennel Club's Club Relations department the following:
"We are pleased to inform you that our committee acted favorably on your request and the Nova Scotia Duck Tolling Retriever Club (USA) has been approved for the holding of licensed championship point events, Plan A hunt tests and Plan A agility matches. The club only needs to hold one qualifying Plan A hunting test and one qualifying Plan A agility match before becoming automatically eligible to hold licensed hunting tests and licensed agility trials."
NOTICE TO MEMBERS - 2003 ELECTIONS
August 2003 - No additional nominations were received by the Secretary on or before August 10, 2003. Therefore, following the procedure stated in the NSDTRC (USA) Bylaws: ARTICLE V, SECTION 4, the nominations were closed. The Secretary cast one (1) ballot for the Nominating Committee's Slate and no further balloting was required.

The Secretary has notified each candidate of the election results.

March 2003 - Membership Renewal Deadline Extended. Due to the delay of the publication of the 2002 Winter issue of Quackers, the Board of Directors has voted to extend the deadline for membership renewals by an additional 90 days to April 30, 2003 as allowed in the Bylaws. Renewal forms are available online or by contacting the Membership Chair.
January 2003 - Letter received from Janet Ford, Director of Judging Operations, AKC. The letter invites those club members, who meet the requirements, to apply to become AKC approved judges of Tollers under their Adjunct System.
January 2003 - Explanation of the Open Registry from Elaine Dorwart, Special Registration Services, AKC.
The AKC StudBook is normally closed for all breeds. Whenever a new breed is added, it is standard procedure to maintain an open studbook for approx 3 years.
- A closed studbook means that only dogs from AKC registered litters born in the U.S. and produced by AKC registered Sires and AKC registered Dams may be AKC registered.
- Two exceptions are:
- Foreign Registrations: Dogs born in and imported from a foreign country (this includes Canada) that are registered with one of the foreign registries listed in the Special Registry Services pamphlet. This required a Foreign Application.
- Open Registrations: Dogs born in the U.S. and already registered with one of the domestic registries listed in the Special Registry Services pamphlet; or with a single breed registry deemed acceptable by AKC. This required an Open Application.
How this applies to the Tollers:
- This open registration period applies only the dogs born in the United States that were not registered with the NSDTRC-USA or FSS, but are registered with the Field Dog Stud Book.
- With some new breeds where there are multiple registries for a specific breed, many dogs will be registered through Open. In the case of the Tollers with one registry there will probably be very few dogs registrable through Open.
- Dogs imported from Canada or any other foreign country may be recorded in the FSS prior to May 1, 2003; or registered through a Foreign Application beginning on May 1, 2003 without regard to when they were imported into the U.S.

January 2003 - The official word from the AKC Liaisons:
The long journey is over. For us it started 20 years ago next month when we got our first Tollers. For others, 18 years ago last October when the Club was formed. And for others it has been shorter.
- Monday the AKC Board met in committee.
- Tuesday they voted.
- The word came from Elaine Dorwart at 1:00 this afternoon, Jan. 15th.
The Nova Scotia Duck Tolling Retriever will be accepted into the Sporting Group on July 1, 2003. The Toller may enter any regular AKC classes for any show that is on July 1 or after.
Registration will be turned over from FSS to the AKC beginning May 1, 2003. After that date, we will begin to receive our "real" AKC registration certificates.

December 2002 - "Do You Think You Have a 'Toller' in Your Shelter?" A tri-fold color brochure available in PDF format that can be downloaded and printed has been added. This brochure can be given out to your local shelters and humane societies to help them identify possible Tollers that come into their facilities. July 2002 - Website Redesigned
A new webmaster was appointed, and the entire website was redesigned from the website design established in 1999. Additional content added.

October 2003 - The revised rules for obtaining a club championship have been added and are linked from the Conformation page.
September 2003 - The newly revised Membership Application (PDF) has been placed on the website. It is linked from the Membership page and the Forms page.
August 2003 - Additions to website:
- Policy for holding club sponsored Supported Entries, application for Supported Entry & additional information links added to the Forms page.
- A revised Conformation Title Form has been added & is linked from the Forms page.
February 2003 - A link to Ocular Disorders Presumed to Be Inherited can be found on the Health & Genetics page. This is an update of the Purdue Genetics' Committee 2002 Breeding Advice Update report.
January 2003 - New page added: Public Education. Can be found in the Club Information section of the site. Contains links to articles, brochures, and flyers about Tollers and the club. Many handouts available that can be printed. Additional information will be added as it comes available.
